This service was pioneered in Hong Kong in 1992 and the name "Phoenix" symbolizes "rebirth". In 1994, it was officially subsidised by the Government Social Welfare Department to support youths under the Police Superintendent Discretion Scheme and in 2019, the service targets have been extended to arrested youth and their high-risk peers. With the aim of supporting these youths establish positive relationships with different systems, discover their potentials, contribute to society and reduce the likelihood of reoffending. Concurrently, it addresses the needs of parents, collaborates with community groups and works together to implement crime prevention programmes within the community.
